Hemp Research Pilot Program

It’s a busy week for hemp processors and farmers alike, with new language being added to the farm bill to potentially celebrate on the horizon. Provisions to lift the nearly century-old ban on commercial industrial hemp production have been added to The Agriculture Improvement Act of 2018.

The legislation, more commonly known as the “farm bill,” includes “hemp specific provisions” that will “amend the federal Controlled Substances Act (CSA) of 1970 so that hemp plants containing no more than 0.3 percent THC are no longer classified as a schedule I prohibited substance” (The Hill 2018).

According to The Hill article, “Congress is poised to finally lift its longstanding ban on industrial hemp,” certain hemp-derived cannabinoid compounds would be exempt from the CSA. In addition, “the language would make states, rather than the federal government, the primary regulators and decision-makers with regard to commercial hemp production and sales” (The Hill 2018).

Speaking of states, the state of Wisconsin (Nemadji’s home turf) recently completed a successful year with its Industrial Hemp Research Pilot Program. The Department of Agriculture, Trade and Consumer Protection (DATCP) reported that they received well over 300 applications from citizens looking to grow hemp in 2018.
