Hemp is no longer a controlled substance and has been removed from schedule I of the Controlled Substances Act. Each state department of agriculture has a voice in hemp legalization, including Iowa.

The only difference between hemp and cannabis is the THC content. If the plant has three tenths of a percent of THC or less, it is considered hemp. If the plant has five to twenty percent THC it is considered cannabis. Hemp can exceed 0.3% if not managed.
